SP to re-organize following Paolo Duterte’s resignation

DAVAO CITY – A reorganization of committees in the Davao City Council is expected to take place this week as the new vice mayor will formally take the helm of the Sangguniang Panlungsod.

Councilor Danilo Dayanghirang, chair of the City Council Finance, Ways and Means, said a reorganization could take place since the City Council has to name a new majority floor-leader replacing Councilor Bernard Al-ag, who succeeds Paolo Duterte as vice mayor.

Al-ag also chairs and member of several committees.

Dayanghirang said the councilors also need to vote a new deputy majority floor-leader if the current official will sit as the majority floor-leader. The councilor said this during Monday's Kapehan sa Dabaw at Sm City annex.

Dayanghirang said he would be happy to retain his committee, depending on the city council’s decision to implement a major shakeup of all committees.

But Dayanghirang stressed his full support to Al-ag, noting, however, that there is a big difference if it was Paolo in terms of ascendancy, resources and connection to the national government and the city leaderships.

Being a Duterte, Dayanghirang said Paolo can interlock governance from local to the national leadership.

He said he was saddened when the vice mayor resigned having led the city council well.

However, he believes that Al-ag can also do a lot being a political party-mate. Al-ag is a member of the Hugpong sa Tawong Lungsod, a local political party formed by then mayor, now President Rodrigo Duterte in early 1990s.

Majority of the city councilors are members of Hugpong.

Dayanghirang explained that Al-ag will be the vice mayor based on the rules of succession.

Al-ag earned the highest percentage of votes (from the number of votes over the number of voters) of the three top councilors from the first, second, and third districts.

Al-ag earlier expressed readiness to take new responsibility although from time-to- time he was acting vice mayor when VM Paolo goes on leave or served as acting mayor.

Al-ag is currently acting vice mayor until he takes his oath of office.
Al-ag already expressed to take his oath before Mayor Sara Duterte-Carpio, said Dayanghirang.

The presidential son is officially resigned after President Rodrigo Duterte accepted his resignation last Friday.

Al-ag is an ophthalmologist by profession and he is currently serving his third term as a city councilor.

Al-ag vowed to do the mandate of the former vice mayor supporting the 10-point agenda of Mayor Sara Duterte. Al-ag also vowed to work hand-in-hand with the mayor to serve the people.

On Tuesday's session, Al-ag said the city council would take up first the unfinished business in 2017. One of the agenda is the proposal to give tax incentives to businessmen who will build a parking building.
