NHA to turn over 5,481 ‘Yolanda’ houses to 3 NegOcc LGUs

BACOLOD CITY -- The National Housing Authority (NHA) is set to turn over 5,481 units of “Yolanda” permanent housing to qualified beneficiaries in three local government units (LGUs) in the Third District of Negros Occidental.

Marie June Castro, coordinator on district housing concerns under the Office of Rep. Alfredo Benitez, said on Tuesday the turnover could be held in August after the contractors and the LGU-beneficiaries have complied with all the requirements.

The recipient areas are Silay City with 1,992 housing units in Barangay E. Lopez; the Municipality of E.B. Magalona with 1,168 housing units in Barangay Sto. Niño; and Victorias City with 2,321 housing units in Barangay 13.

The housing sites have multi-purpose covered courts with training centers and open spaces for community facilities.

These houses are part of the 27,055 permanent housing units constructed by the NHA in northern Negros, which was the worst-hit in the province during the advent of Super typhoon Yolanda on November 8, 2013.

Castro said the three LGUs need to submit the final list of beneficiaries, individual certificate of inspection, occupancy permit, and environmental compliance certificate that are required for the issuance of the deed of transfer and acceptance.

The City or the Municipal Council also needs to authorize the mayor or the local chief executive to sign the deed, she added.

NHA Memorandum Circular 2018-005 outlines the items that will be turned over by the NHA to the LGU-beneficiaries and the documents to be complied before the projects will be turned over.

The NHA has conducted orientations with the stakeholders, including the local officials, in the three LGUs, the latest of which was held Tuesday in Victorias City.

The orientation in Silay City was conducted on June 26 while in E.B. Magalona, on June 28.

Castro said the NHA-Bacolod has emphasized to the beneficiaries or awardees that they are prohibited to sell, encumber, mortgage, lease, sublet, alter or dispose of the lot/lot with housing unit, or rights and interest, in part or in whole, within 20 years from the issuance of the title as provided in NHA Memorandum Circular 2018-004.
