3 aliens nabbed for online securities scam in Muntinlupa

MANILA -- Muntinlupa police arrested three foreign nationals allegedly involved in transnational online fraud by misrepresenting themselves as stock brokers.

American national Richard Racioppi Jr. and Canadian nationals Barry Rosen and Jesse Andrew Scott were arrested by joint personnel of Regional Special Operations Unit of the National Capital Regional Police Office (RSOU-NCRPO), the Muntinlupa City Police Station and the PNP Anti- CyberCrime Group on Monday.

The three were arrested by virtue of search warrants issued by Judge Arthur Malabaguio of Quezon City Regional Trial Court (RTC) Branch 93 dated Aug 6, 2018 for violation of Republic Act 8799 or the Security Regulation Code in relation to Republic Act 10175- Cyber Crime Prevention Act of 2012 against Racioppi at his given address at No. 32 Ormoc St., Alabang Hills Village, Muntinlupa City.

Another subject of the warrant, Jeffrey Scott Rosen, of Blk 6 Lot 59C, PIO Pedrosa St., BF Resort, Talon 2, Las Pinas City was not around during the police operation.

The warrant was issued upon the request of complainant Ken Gamble for an investigation of transnational organized crime syndicates operating in Metro Manila who are engaged in boiler room operations and fraudulent activities by expatriates who introduce themselves as brokers of securities firms.

Digital forensic evidence and computers, script/rebuttals and other voluminous bank transactions were confiscated during the operation as well as a 12 gauge shotgun. (PNA)
