RDC-10 endorses projects for 2020 budget process

CAGAYAN DE ORO CITY--The  Regional Development Council in Northern Mindanao (RDC-10) has reviewed the implementation of programs and projects it has endorsed in the previous years, which will serve as technical inputs in the Annual Investment Program (AIP) and Fiscal Year 2020 budget formulation process.

During Wednesday's meeting here, RDC-10 chairperson and Bukidnon Governor Jose Maria R. Zubiri, Jr. led the 77 other council representatives in approving the guidelines that are touted to "set the tone in the programming and prioritization process to align with the budgeting process both at the national and regional levels."

The council started by endorsing the Regional Plan of Action for Nutrition (RPAN) 2019-2022, as well as the request of the Geodetic Engineers of the Philippines to the University of Science and Technology of Southern Philippines (USTP) to offer Bachelor of Geodetic Engineering (BS-GE).

Tricia Marie L. Antivo, of the Development Research Division under National Economic Development Authority in Region 10, also reported that the RDC-10 endorsed six infrastructure development, such as: the Revisions of the Conceptual Plan and Scope of Works and the Re-alignment of the Dike/Floodwalls of Flood Risk Management Project for Cagayan de Oro River (FRIMP-CDOR);

The proposed Iligan City Flyover Project for the preparation of the feasibility study and detailed engineering design for implementation of the civil works; and the Creation of Ad-Hoc Special Committee for the Bukidnon Airport Development Project (BADP) under RDC-10.

The Council also called for the funding of the "Full Blown Feasibility Study of the Villanueva-Cagayan de Oro-Opol Expressway Project";  funding by the DPWH for the Flood Control Projects of Mandulong River, Palilan River and Cabulig River in Northern Mindanao; and the funding of the construction of the four-storey MARINA-10 building.

Antivo's report added: "RDC-10 also endorsed the following proposals to address environmental and DRR/CCA concerns : 1) recommending the inclusion of the Provincial and City Disaster Risk Reduction and Management Officers of the Province of Misamis Oriental and Lanao del Norte, and cities of Iligan and Cagayan de Oro as regular members of the Rehabilitation and Recovery Technical Working Group of the Three Major River Basins namely: Cagayan de Oro River, Tagoloan River, and Agus-Ranao River Management Council in Northern Mindanao; and 2) the Water Quality Management in the Major River Basins of the Region."

Crucial target areas

In line with the national government’s strategy to decongest urban centers by dispersing development through regional agglomeration, RDC-10 approved the establishment of the Northern Mindanao Regional Government Center (NMRGC) in Alubijid, Misamis Oriental.

The establishment of the Center as a "one-stop government service center is pursued as an integrated approach to good governance."

RDC-10 also expressed support to the following programs and projects: 1) Strategic Framework and Implementing Guidelines for FOURmula One Plus for Health (F1+); 2) Implementation of Republic Act 11032 “Ease of Doing Business and Efficient Delivery of Government Services Act of 2018”; 3) Project One-One Form, One Number, One Portal for Business Registration Towards Local Competitiveness; 4) Conduct of Researches from the data generated in the Annual City and Municipality Competitiveness Index (CMCI) to improve local competitiveness in Northern Mindanao;

5) Philippine Guarantee Corporation Programs and Projects; 6) 29th National Statistics Month (NSM) Celebration; 7) RDC-X Communication and Advocacy Program Sub-Committee (CAP-SC) Information and Services Caravan in Barangays Lumbayao, Valencia City and Palacapao on 2-3 October 2018 in Bukidnon: and the 8) Policy Forum on Geo-Informatics for the Systematic Assessment of Flood Effects and Risks (Geo-SAFER) Mindanao Program.
