P2.4-M 'shabu' seized in Negros Oriental

DUMAGUETE CITY – The Philippine National Police (PNP) in Negros Oriental has seized some PHP2.4-million worth of suspected shabu during simultaneous anti-illegal drugs operations over the weekend.

The accomplishment falls under the Negros Oriental PNP’s one-time big-time anti-drug operation dubbed as Simultaneous Enhanced Management Police Operation (SEMPON), the second to be conducted under the leadership of provincial police director, Sr. Supt. Raul Tacaca.

Under SEMPON, police stations all over the province were directed to conduct searches or buy bust operations against drug personalities in line with the campaign to rid the streets of illegal drugs and free communities from the drug menace.

Different units were involved, including the Regional Special Operations Group (RSOG) headed by Chief Insp. Abel Laborte, the Philippine Intelligence Branch (PIB) headed by Supt. Bonifacio Tecson, the Provincial Drug Enforcement Unit (PDEU) headed by Sr. Insp. Don Richmon Conag, Special Operations Group (SOG) headed by Sr. Insp. Armel Von Alegria and Insp. June Allen Germodo, as well as municipal and city drug enforcement units.

In Dumaguete, the City Drug Enforcement Unit (CDEU) is headed by Senior Insp. Vann Joel Tingson under the supervision of the police chief, Supt. Jonathan Pineda. All the anti-drug operations had the coordination of the Philippine Drug Enforcement Agency (PDEA) headed by provincial chief Agent Grace Cruz.

Just before the deadline, SEMPON netted an accumulated about 200 grams of suspected shabu with an estimated Dangerous Drugs Board (DDB) value of PHP 2.44 million and scores of firearms and ammunitions.

The anti-illegal drugs operations included one in Dumaguete City where the RSOG7 arrested Kent Barneg Dicen and a minor whose name is withheld following a buy bust operation in Barangay Junob where four “bultos” (bulk) of shabu and two small sachets with an estimated DDB value of PHP 236,000 were recovered, including the buy bust money.

Almost simultaneously, search warrants were served in different parts of the city. The CDEU was after a high value target (HVT) in the Cadawinonan housing identified as John Michael Timogen Bayon, alias “Black Moley,” where four “bultos” of suspected shabu and 10 elongated heat-sealed transparent plastic sachets of suspected shabu, weighing about 22 grams , were recovered with an estimated DDB value of PHP 259,000. However, the subject was not around when the search was served.

Black Moley is listed as a “high value target” by the Siquijor Provincial Police Office and was monitored to be in their house in Cadawinonan. Senior. Insp. Tingson said Black Moley is a known runner of a certain “Jingky” who is detained at the Negros Oriental Detention and Rehabilitation Center on drugs charges.

Tingson added Black Moley is among the killers of a member of the Sangguniang Bayan in Siquijor, who was shot dead earlier this year.

Another search warrant was served by CDEU in Purok 2, Batinguel in Dumaguete City against a certain Jeryl Fernandez, 42 years old, married, and during which seven elongated plastic sachets of suspected shabu were recovered.

At the same time, PIB operatives also served another search warrant in Purok Valtimar, Barangay Taclobo also in Dumaguete City against Michael Fabe, but he was not around. Upon arrival, a certain Caesar Ian Flores, 35 years old, a resident of Bajumpandan and rents a room in the house of the subject, was seen acting suspiciously and allegedly was in possession of a gun tucked in his waist.

PIB team leader Tecson disclosed Flores was subdued when he ran towards his room, where a Cal. 45 pistol with magazine and ammunition were recovered from his possession. Related to his arrest was the recovery of an extra magazine and ammunition for cal. 45, a home-made Frontier revolver loaded with 5.56mm ammunition, three “bultos” of suspected shabu weighing 15 grams more or less, with an estimated DDB value of P177,000 and other illegal drugs paraphernalia.

After Flores was contained, the PIB searching team requested the mother of the subject of the search to open the room of Michael Fabe in his absence, which resulted in the recovery of 21 sachets weighing about 20 grams with an estimated DDB value of PHP 236,000, a black widow cal. 22 revolver with 13 rounds of ammunition, two extra magazines for cal. 45 pistol, among others.

On the other hand, PDEU operatives also conducted a buy bust operation in Sitio Caday-ong, Calindagan against Kiuji Kato, 22 years old allegedly in possession of 30 grams of alleged shabu with an estimated DDB value of PHP 354,000.

The biggest haul was in Northville Subdivision in Barangay Boloc-boloc, in the municipality of Sibulan where PHP 1.18 million worth of shabu was confiscated from the suspect Nochelyn Cuizon. Before the search was conducted by SOG operatives, her live-in partner Chad Lucero was caught enflagrante delicto in possession of a big “bulto” of shabu that makes a total of 100 grams of shabu.
