IPIL, Zamboanga Sibugay--The three Zamboanga provinces have recently completed the formulation of provincial governance reform roadmap (PGRR) for their respective five-year development initiatives.
Representatives of the three provincial governments formulated their PGRRs during a five-day writeshop held in Dipolog City from November 19 to 23, attended by selected technical working personnel from this province as well as that of nearby Zamboanga del Norte and Zamboanga del Sur.
The writeshop participants fine-tuned their respective plans with the technical assistance of Elpidio Lapad, a consultant of the United Nations Development Program (UNDP).
Zamboanga Sibugay, Zamboanga del Sur, and Zamboanga del Norte are among the 21 provinces to pilot the PGRR that seeks to provide support to governance reform and quality assurance components of the Conditional Matching Grant to Province (CMGP).
Lapad said formulation of the PGRR is geared towards achieving the United Nation’s Sustainable Development Goals (SDGs), while ensuring the quality of road infrastructure operations at the provincial level.
Lapad said the PGRR demonstrates the performance targets for each reform area and the strategies to achieve and sustain the reform agendas.
He said its implementation will positively influence and contribute to the realization of SDGs at the local level.
The program has seven components: local road management, public financial management, internal audit, budgeting, revenue generation, and expenditure management.
“This is truly the foundation what was started under CMGP,” Lapad said.
The CMGP is the successor of the KALSADA Program based on Department of the Interior and Local Government-Department of Budget and Management Joint Memorandum Circular (DILG-DBM JMC) No. 2017-2. (PNA)
