Tulo-o made the recommendation to Chief Supt. Arnel B. Escobal, Regional Director of Police Regional Office 5, during the case conference at Camp Wenceslao Q. Vinzons in Barangay Dogongan here on Monday morning.

He sustained multiple gunshot wounds in the different parts of his body.
