Full lockdown Saturday in some Clark roads for ASEAN meet

CLARK FREEPORT, Pampanga -- A full lockdown in some major roads within this Freeport will be implemented effective on Saturday in time for the arrival of some of heads of state attending the 31st Association of Southeast Asian Nations (ASEAN) Summit and Related Summits.

Based on the traffic advisory issued by the Safety Traffic Division of Clark Development Corporation (CDC), the full lockdown will be implemented 20 minutes before the jump off of heads of state from Clark International Airport to Clark South (Subic-Clark-Tarlac Expressway) to Manila from November 11 until the termination of the event.

After the passing of the convoy, the temporary lockdown will be opened to traffic.

To be affected by the full lockdown here are the C.M. Recto Highway/Clark International Airport Gate traffic light; C.M. Recto Highway/Quezon Avenue traffic light; C.M. Recto Highway/Calvo Street traffic light; C.M. Recto Highway/Bonifacio Avenue traffic light; C.M. Recto Highway/Manila Gateway trafic light; NAIA Gateway up to Clark South (SCTEX) and Clark South (SCTEX) up to North Luzon Expressway (NLEX).

On the other hand, the affected areas of the rerouting scheme from Clark International Airport to South Clark (SCTEX) to NLEX Balintwak to PICC Complex in Pasay City and vice versa are the L&T International Group; Airforce City; Clark International Airport; OMNI Aviation; IE-5 areas and the BOC, HLD and CCA.

On days with full lockdown schedule, only pedestrians and vehicles with ASEAN IDs and decals would be allowed to pass while the general public would be denied access to these routes. 

Meanwhile, maximum deployment is being observed in all places of engagement here as Task Group Central Luzon wants to ensure a zero ASEAN incident.

Chief Supt. Amador V. Corpus, regional director of the Police Regional Office 3, encouraged the public to provide relevant and timely information on any unscrupulous activities which may disrupt the peaceful convening of the ASEAN 2017 through the nationwide emergency hotline 911 and social media.
