Gen. 'Bato' lauds village leaders as partners for peace and order

CAMP PACIANO RIZAL, Sta. Cruz, Laguna – Former Philippine National Police (PNP) chief and Bureau of Corrections Director General Ronald “Bato” dela Rosa on Tuesday lauded the role of barangay leaders as partners in maintaining peace and order in their communities.

Dela Rosa also commended the sacrifices and devotion of the cops in their policing and public service during a speech in Tuesday’s 117th Police Service anniversary here, themed “Pagbabago sa hanay ng pulisya, hatid ay ligtas na pamayanan, laban sa korupsiyon, krimen at iligal na droga.”

It was during dela Rosa’s stint at the PNP when the government’s relentless war against illegal drugs took the community-based “Oplan Tokhang” (a Visayan contraction of the words “toktok (knock) and “hangyo” (plead) to rid communities of illegal and dangerous drugs and the police internal cleansing initiatives.

Chief Supt. Edward E. Carranza, Calabarzon Police Regional Office director, and Laguna police provincial office director Senior Supt. Kirby John B. Kraft welcomed their former boss during the occasion, which honored outstanding police officers, personnel and institutional awardees in the province.

Kraft said that its more than the designation he received from dela Rosa, but the performance and mandate he has to prove to be worthy of being a Laguna police official.

Siya po ang nag-upo po sa akin dito sa Laguna (he has designated me here in Laguna),” Kraft said, expressing gratitude and honored with Dela Rosa personally presenting the awards and congratulating his former subordinates.

“Today's celebration is also a celebration of victory of the Laguna police provincial office which was recognized as the “Best Police Strategic Management Unit in Calabarzon; proficient on “Tokhang” activities with 100% accomplishment; adjudged as the over-all champion during the first Inter-Provincial Civil Disturbance Management (CDM); and bagged the Silver Eagle Award during the PGS (Police Governance System) unit revalida,” the Laguna police director said.

Nine police officials and personnel were given individual awards for administration namely: Supt. Zeric L. Soriano of the Provincial Headquarters (PHQ) as “Best Senior Police Commissioned Officer (PCO)”; Senior Insp. Catherine J. Ilao also of the PHQ as “Best Junior PCO”; Special Police Officer 1 (SPO1) Ana Lou Q Navas of San Pedro City Police Station (CPS) as “Best Senior Police Non- Commissioned Officer (PNCO)”; and Police Officer 1 (PO1)Mary Grace Aloot of the 1st Laguna Provincial Mobile Force Company (LPMFC) as “Best Junior PNCO.”

Police Operations awardees included Supt. Dennis DL Macalintal of the PHQ as “Best Senior PCO”; Chief Insp. Mark Julius Rabanal of Calamba CPS as “Best Junior PCO”; SPO1 Elma Cherry Lou A. Felecitas of Nagcarlan MPS as “Best Senior PNCO”; Police Officer 2 (PO2) Jereli C. Ignacio of Biñan CPS as “Best Junior PNCO” and Non-Uniformed Personnel (NUP) Edgar Sarabia of the PHQ as “Best NUP.”

Nineteen personnel received their special individual awards for Internal Security Operations (ISO) such as Supt. Elmer L. Bao and PO1 Ivan Z Velasco of 1st LPMFC as “Best PCO” and “Best PNCO,” respectively.

For Police Community Relations (PCR) category awarded were Insp. Lea M. Ocampo of San Pablo CPS as “Best PCO,” SPO3 Arvin K. Cornejo of the PCR Branch as “Best Senior PNCO,” PO2 Jhunie DE Rodriguez of Cabuyao CPS as “Best Junior PNCO” while for Drug Operations were Chief Insp. Ricky D. Dalisay, SPO2 Angelo M. Sacdalan and PO3 Aristotle G. Gahuman of PHQ as “Best PCO,” “Best Senior PNCO,” and “Best Junior PNCO,” respectively.

For Intelligence, SPO1 Dante D Narte Jr. of San Pedro CPS and PO2 Richard P Escover of Sta Rosa CPS were awarded as Best Senior PNCO and Best Junior PNCO respectively.

Individual awards for PNP personnel of the Women and Children Protection Desk (WCPD) and the Investigation Sections were presented to PSI May Katherine E. Ramos of the PHQ as “Best PCO,” SPO1 Geraldine L. Puguon of Sta Cruz MPS as “Best Senior PNCO,” and PO3 Lourdes M. Janairo of San Pablo CPS as “Best Junior PNCO” while awardees for Investigation include SPO2 Ramonito P. Alcala of Sta Rosa CPS and PO2 Alfredo V Abrea Jr. of Calauan MPS as “Best Senior and Junior PNCOs,” respectively.

National Administrative Support Units personnel awardees included Supt. Emely R. Trinidad and SPO3 Decemar Escalante as “Best PCO and Best PNCO”, respectively, while National Operational Support Units “Best PCO” was PCI Grace P. Bombasi and “Best PNCO” for PO2 Joselyn Y. Sibal.

The Laguna PPO also presented special recognition to Laguna Governor Ramil L. Hernandez, 4th District Representative Benjamin C. Agarao, 30 local chief executives and 20 village leaders of Cabuyao City and Bay.

Gracing the occasion were Hernandez, Vice Governor lawyer Katherine “Karen” C. Agapay and Laguna’s five Legislative District Representatives Arlene Arcillas (1st District); Marlyn Alonte (Biñan City lone district); Joaquin M. Chipeco Jr. (2nd district); Marisol Aragones-Sampelo (3rd District) and Benjamin C. Agarao Jr. (4th District). (PNA)
