CAGAYAN DE ORO CITY —The Regulatory and Complaint Board (RCB) of this city government will lobby for the passage of an ordinance requiring videoke joints and movie cafes to install security cameras in each room of their establishments.

RCB inspector Antonio Resma on Friday said the proposed measure is meant to deter illicit activities from occurring in the private rooms of establishments.

The board also said they received intelligence reports that there are some teenage couples having sex inside these private premises.

The proposal of the RCB came in the aftermath of a leaked video of allegedly two minors engaged in a sexual activity in the room of one of the movie cafes in this city.

Resma reported that during their surprise inspection Tuesday (June 18), the RCB discovered a couple engaged in indecent acts while watching a film inside a movie cafe in Divisoria area.

He said that while there is no ordinance that RCB could use to penalize erring movie cafes and videoke bars at the moment, they could still pressure these establishments using existing laws, like the Anti-Pornography Ordinance and Republic Act (RA) 7610, otherwise known as the Anti-Child Abuse and Special Protection for Children Act.

Movie cafes have sprouted up in recent years in Cagayan de Oro City as an alternative to cinemas. (PNA)
