Catbalogan mayor to enforcers: Obey traffic rules

CATBALOGAN CITY, Samar -- The new mayor here asked local traffic enforcers to set an example by observing traffic laws.

Mayor Dexter Uy made the statement on Friday after receiving several complaints that members of local traffic force are among the violators of traffic laws such as not wearing helmets while driving a motorcycle.

“Under my administration, I will not tolerate law enforcers who don’t know how to abide laws,” Uy told reporters.

The Land Transportation Office Samar field office, Samar Provincial Police Office, and the Catbalogan City Police Station started the strict enforcement of Helmet Law this month.

Republic Act 10054 or the Motorcycle Helmet Act of 2009 mandates all motorcycle riders to use helmets. Non-wearing of prescribed helmets, which should be worn by the drivers and passengers when driving or onboard a motorcycle, will be meted with penalties.

Those apprehended for not wearing the standard protective motorcycle helmet will be punished with a fine of PHP1,500 for the 1st offense; PHP3,000 for 2nd offense; PHP5,000 for the 3rd offense; and PHP10,000 plus confiscation of driver’s license for the 4th and succeeding offenses.

“I hope that you will abide by the law, because there is nothing wrong with doing what the law says,” Uy added.

Samar police provincial director, Col. Dante Novicio reminded riders to wear the standard helmet in riding a motorcycle.

“Motorcycle riders should wear the prescribed helmet and not just any kind of helmet they want. A helmet used for biking should not be used when driving a motorcycle,” Novicio said. “Motorcycle users should be wearing the full-faced helmet and not the helmet that only covers half-part of their head.”

Novicio reminded policemen and military personnel that they are not exempted in the enforcement of the Helmet Law and they will be apprehended for violations. (PNA)
