PNP boosts crowd control plan

PALO, Leyte -- The Philippine National Police regional office here will stage once again civil disturbance management (CDM) competition to boost the capability of law enforcers to secure rallies.

For the second time, the PNP will hold the competition early morning on Oct. 11 at the Remedios Trinidad Romualdez Plaza in Tacloban City, where large gatherings are usually held.

“The competition aims to address various threats and emergency situations during rallies, demonstrations, and protest in the region. The continuous conduct of this competition will ensure the effectiveness and efficiency of all CDM units, especially in terms of personal competency development and equipage upgrading,” PNP Eastern Visayas regional director Brig. Gen. Dionardo Carlos said in a media interview on Wednesday.

The competition is composed of three phases – graded inspection, which includes the completeness of CDM complement, equipment, uniforms, and support elements; demonstration by the platoon size complement of eight basic formations; and problem-based scenarios requiring participants to solve and apply appropriate formations and procedures.

Performances will be evaluated with parameters and criteria provided by the current police operational procedure and will be consolidated by phase to determine the ranking of each participant. The most disciplined and organized team based on the score earned in the three phases will be declared as the champion.

“I am sure with this competition, all CDM units will be proactive in responding to any mass movement region-wide carefully observing human rights in the delivery of police functions. I enjoined everyone to witness the CDM competition, especially to those students who want to grasp additional knowledge about this event,” Carlos said.

The event is also a way of assessing the readiness of the different contingents on security preparations for the upcoming 75th Leyte Gulf Landings commemoration on Oct. 20, super typhoon Yolanda anniversary on Nov. 8, and other related events that possibly may result in any mass action.
