Palace allows career officers to attend leadership congress

MANILA -- Malacañang has authorized Career Executive Service (CES) officers to attend the CES Lifelong Learning for Leadership Congress ‘on official time’ this month.

Executive Secretary Salvador Medialdea signed Memorandum Circular (MC) 70 on Nov. 7, authorizing not only officers but CES eligibles and eligibility on-stream candidates to attend the Congress which will be held from Nov. 20 to 22 at the Taal Vista Hotel, Tagaytay City.

“All CES officers, eligibles, and eligibilty on-stream candidates are authorized to attend the Congress on official time, to the extent that will not impair the operations of their respective services, as well as the delivery of services to the public,” the memorandum circular read.

Participants’ expenses will be allowed at prescribed rates, in accordance with the existing policies of the Department of Budget and Management (DBM) and the Commission on Audit (COA).

The CES is the third level or the managerial class in the group of career positions in the Philippine civil service.

It was created by Presidential Decree No. 1 to "form a continuing pool of well-selected and development-oriented career administrators who shall provide competent and faithful service."

Meanwhile, Medialdea also signed MC No. 71 authorizing all CES officers, eligible and others to participate in the 18th Annual National Union of Career Executive Officers Inc. (NUCESO) Conference from Nov. 13 to 15 at the Rizal Park Hotel, Ermita, Manila.

Medialdea also said interested officers may attend “on official time, provided that they are issued the necessary clearances/authorities by their respective heads of office, and their participation in the said convention will not adversely affect the operations of their offices, as well as the delivery of services to the public”.

The NUCESO is the national union of career executives or third level officials from different government agencies, different regions and departments in the country organized to promote careerism and professionalism in the government service. (PNA)
