TF formed to probe slay of Bulacan ex-vice mayor, village chief

CITY OF MALOLOS, Bulacan -- The Bulacan Police Provincial Office (PPO) created on Monday a special investigation task force (SITG) that will handle the killing of a former vice mayor and incumbent barangay chief of Pandi, Bulacan.

The victims, Oscar "Oca" Marquez, 54, of Barangay Manatal and former vice mayor of Pandi; and Mauro Capistrano, 56, incumbent village chief of Barangay Bagbaguin here, were shot dead in front of a restaurant on the Plaridel Bypass Road in Barangay Bulihan, Plaridel Sunday afternoon.

Col. Emma Libunao, Bulacan PPO director, will be the overall commander of the SITG named "Task Force Oca".

Libunao tasked Lt. Col. Jaime Quiocho, PPO deputy director for operations, to preside over the TF while Maj. Rito Iglesia Sebuala, chief of the Bulacan Criminal Investigation Detection Team (CIDT), was named assistant commander.

Libunao said they are looking into "double-cross" in land selling as well as possible involvement in illegal drug dealing as possible motives.

She said the victims were shot dead while waiting for their clients in a real estate transaction.

Libunao also said they received information on alleged illegal drug involvement by the victims.

Capistrano was a brother-in-law of Marquez, who was the vice mayor of Pandi from 2013-2016 and younger brother of former Mayor Celestino Marquez. (PNA)
