DIGOS CITY -- The chief of the Department of Social Welfare and Development in Davao Region (DSWD-11) has expressed optimism that the agency would be able to distribute the second tranche of the Social Amelioration Program (SAP) by the end of the month.

In an interview with reporters here Thursday, DSWD-11 Director Grace Subong said the second tranche consists of the non-Pantawid beneficiaries in Davao City and those who were "left-out" or waitlisted from all over the region.

"As long as we receive the completed list this week, we will start right away the distribution,” Subong said, adding that some 103,432 "waitlisted" beneficiaries are set to receive the emergency fund.

Subong said the number of beneficiaries could still decrease after validation to ensure that no duplication of grants would take place.

“All of this will go to a validation process; that's why we are asking a certification for eligible beneficiaries signed by the municipal or city Social Welfare Development Office and the mayor,” she added.

Subong said the validation process involves deduplication at the regional level and at the central office.

“Because we want to ensure that no duplication of services and of course to ensure that they [beneficiaries] are really eligible,” she added.

Subong said DSWD has been working on the digital payment process through money transfer, adding that the regional office is already in talks with seven accredited banks 'for a smoother and faster distribution to the beneficiaries".

Meanwhile, she said DSWD-11 is using the mobile application 'Relief Agad" to expedite the distribution of the SAP second tranche.

Subong said the said application can help the agency access information and partially validate recipients and would allow personnel from the DSWD to see if a recipient has already received cash assistance from other programs offered by the government.

“This is the only way for the DSWD to properly vet and validate those who are truly deserving to receive the emergency subsidy assistance from the government,” she said. (PNA)
