Bacolod City sets entry rules for non-residents

BACOLOD CITY – People who will enter Bacolod starting Thursday will be required to adhere to the rules for both essential and non-essential travels while the city is under general community quarantine (GCQ).

“Police check-up points will again be set up at all the city’s borders from September 3 to 15 subject to further evaluation for adjustments as needed. This is to help slow down the spread of Covid-19 as cases in Bacolod are rising,” an advisory of the city government said on Wednesday.

As of Tuesday night, Bacolod has a total of 1,315 Covid-19 cases, including 26 deaths.

Mayor Evelio Leonardia issued Executive Order (EO) 58 on Tuesday afternoon to establish the home quarantine pass (HQP) system and check-up points to regulate the movement of people within the city and the entry/exit of non-residents.

The directive requires travelers availing of travel exemptions to present minimum documentary requirements at the border check-up points upon entry and exit.

When entering the city, government officials and employees as well as private sector employees should present company/employment identification (ID) while students should present a school ID.

Private business owners are required to present a copy of their 2020 business permit issued in Bacolod and a personal or company ID, while those entering the city for humanitarian purposes should show a membership ID.

For medical cases, the patient is required to have a medical certificate for scheduled consultation, treatment, or therapy while the companion should also show an ID and the driver, a valid driver’s license. In emergencies, travelers are also required to present a valid personal ID.

During exit, all travelers should present any valid ID showing a Negrense out-of-town address.

Transiting travelers are required to show acceptable and reasonable documents to show the purpose of transit to Bacolod.

Meanwhile, private and government movers of essential goods or any type of cargo in bulk as well as movers of construction materials in bulk for private or public construction projects should have an employment ID, valid driver’s license, and must also present a negative reverse transcription-polymerase chain reaction (RT-PCR) test result if they are coming from areas outside Negros Occidental such as the island of Cebu.

On the other hand, all entrants to Bacolod who are not included in the exemptions stated above will be subject to 14-day quarantine and swab test protocols at their expense. (PNA)
