MANILA — Tropical Storm Tonyo that intensified into a tropical storm at 2 a.m.Monday, has left the Philippine Area of Responsibility (PAR) at 4 a.m., the weather bureau said.

In its 5 a.m. bulletin, the Philippine Atmosperic, Geophysical and Astronomical Services Administration (PAGASA) said the storm is forecast to continue moving generally westward over the West Philippine Sea towards the southern portion of Vietnam, where it is likely to make landfall by Tuesday morning or afternoon.

“Tonyo” is forecast to bring moderate to heavy rains over Kalayaan Islands, while the prevailing easterlies enhanced by it and Tropical Depression Ulysses will bring moderate to heavy rains over Babuyan Islands, mainland Cagayan Valley, Cordillera Administrative Region, Ilocos Norte, Aurora, and the northern portion of Quezon including Polillo Islands.

Light to moderate with at times heavy rains will be experienced over Metro Manila, Bicol Region, Eastern Visayas, and the rest of Ilocos Region, Central Luzon, and Calabarzon.

Flooding including flashfloods and rain-induced landslides may occur during heavy or prolonged rainfall especially in areas that are highly or very highly susceptible to these hazards and/or those that received significant antecedent rainfall.

PAGASA said rough to very rough seas will be experienced in the next 24 hours over the seaboards of Kalayaan Islands due to “Tonyo” and over the seaboards of Batanes, Babuyan Islands, Ilocos Norte, Ilocos Sur, La Union, Pangasinan, and Zambales and the northern seaboards of mainland Cagayan due to the enhanced Northeast Monsoon. Sea travel is risky over these waters, especially for those using small seacrafts.

“Tonyo” will also bring moderate to rough seas over the western seaboards of Bataan, Batangas, Occidental Mindoro including Lubang Island, and Palawan including Calamian Islands.

Mariners of small seacrafts are advised to take precautionary measures when venturing out to sea. Inexperienced mariners should avoid navigating in these conditions.

At 10 p.m. Sunday, the center of Tropical Depression Ulysses was estimated based on all available data at 800 km East of Hinatuan, Surigao del Sur. It was moving Northwestward at 15 kph. Its maximum sustained winds of 45 kph near the center and gustiness of up to 55 kph.

PAGASA forecast “Ulysses” to be 655 km. east of Borongan City, Eastern Samar by Monday evening.

By Tuesday evening, it is forecast to be 400 km East of Virac, Catanduanes and will be 75 km Northeast of Virac, Catanduanes by Wednesday evening.

“Ulysses” will be 240 km West Northwest of Calapan City, Oriental Mindoro by Thursday evening, and will be 765 km West of Calapan City, Oriental Mindoro by Friday evening, the weather bureau said. (PNA)
