MANILA – The Philippine National Police (PNP)'s aggressive law enforcement operations, including the anti-illegal drug campaign, and the massive increase in its efficiency in solving crimes has led to a significant drop in the number of focus crimes in the past five years of the Duterte administration.
The latest data from the PNP released on Friday showed a total of 395,920 focus crimes were recorded from July 2015 to June 2021, a 64 percent drop from 1,113,712 focus crimes recorded from July 2010 to June 2015.
The focus crimes include murder, homicide, rape, physical injury, robbery, theft, and carnapping of motor vehicles.
Also from July 2015 to June 2021, the PNP also recorded 170,168 crimes against persons, which is 62 percent lower than 458,367 crimes against persons from July 2010 to June 2015.
The number of crimes against property also dropped by 65 percent, from 655,3445 from July 2010 to June 2015 to 225,752 from July 2016 to June 2021.
In a statement, PNP chief Guillermo Eleazar said the efficiency in solving crime cases serves as the barometer of the success and failure of the police in accomplishing its mandate of maintaining peace and order.
He said the PNP's Crime Solution Efficiency (CSE) increased to 48.89 percent from July 2016 to June 2021, an 85 percent increase from 26.29 percent from July 2010 to June 2015.
Meanwhile, its Crime Clearance Efficiency (CCE) went up by 80 percent, from only 37.81 percent from July 2010 to June 2015 to 68.40 percent from July 2016 to June 2021.
“We in the PNP believe that one of the best ways to deter a crime is the assurance that the offender will be identified and arrested and that they will be charged and convicted,” he added.
CSE refers to the percentage of solved cases out of the total number of crime incidents for a given period of time. A case is considered solved if the offender has been arrested and a criminal complaint has been filed.
In the case of at least two offenders, it is still considered solved if one of them has been arrested and was slapped with appropriate case/s.
CCE, on the other hand, is the percentage of cleared cases out of the total number of crime incidents.
A case is considered cleared if the offender, or if there are several offenders, at least one of the offenders, has been identified; and a criminal complaint has been filed against him/them, regardless of whether he or none of them, was arrested. (PNA)
