MANILA – The Quezon City government will soon be implementing the No Contact Apprehension Program (NCAP) after the City Council approved on second reading the proposed policy on Wednesday.
“Gagamit ang QC ng makabagong teknolohiya gaya ng enforcement cameras, software at tools sa 15 pangunahing kalsada na makatutulong sa epektibong pagpapatupad ng batas-trapiko (QC will use modern technology that includes enforcement cameras, software and tools in 15 main roads in the city that are expected to effectively implement traffic rules),” the QC post on its Facebook page on Wednesday read.
The NCAP will protect traffic enforcers as there will be contactless apprehension on all motorists violating traffic laws and ordinances in the city, mitigating the spread of the coronavirus disease (Covid-19).
On Tuesday, QC Mayor Joy Belmonte discussed the proposed policy with the representatives of the Tricycle Operators and Drivers' Association in the city.
Aside from the NCAP, included in the dialogue was the amendment of the QC Traffic Management Code of 2018.
Belmonte said with the program, a notice of violation will be sent directly to the residence of the traffic violator.
“Mas kaunti na rin ang traffic enforcers na kakailanganing manghuli sa kalsada, at ang matitipid na pondo ay mapupunta sa iba pang pangunahing social services sa lungsod (There will also be less traffic enforcers on the road, and the funds to be saved may still be utilized for important social services program of the city),” she said.
Belmonte said the program is expected to encourage more motorists to follow rules and regulations even without traffic enforcers on the road.
She said the city government intends to hear and list to the sentiments of the drivers and other stakeholders before the full implementation of the program. (PNA)
