House OKs regulating operations of motorcycles-for-hire

MANILA – Motorcycles operating as public utility vehicles, either for transportation or delivery, must be road-worthy and meet certain standards before registration is approved or renewed.

House Bill 10571 or the Motorcycles-For-Hire Act, approved on Monday with 189 votes, states that the Department of Transportation (DOTr) shall provide the standards and specifications of motorcycles that will carry passengers and goods, including parcels and mail,

No lawmaker abstained or voted against the bill.

The Land Transportation Franchising and Regulatory Board (LTFRB) shall have the authority to issue franchises in metropolitan and urban areas and to determine the number of units and areas of operation in accordance with the route rationalization plan of the DOTr.

The LTFRB shall also prescribe the fares, surcharges, and other transportation fees that may be charged by operators, transport network companies (TNC), or online e-commerce platform provider operators (OEPP).

The bill would allow the operation of motorcycles for hire using digital booking platforms or in designated terminals.

To maximize operation, motorcycles for hire shall not be bound by a single TNC or OEPP but shall be allowed to adopt a multi-homing approach within a particular area of operation under the given franchise. (PNA)
