In Agusan del Norte, including Butuan City, a total of 163 PDLs were allowed to vote, particularly coming from Butuan City Male Dorm, Butuan City Female Dorm, and Cabadbaran City District Jail.

Seven PDLs also voted from the Bayugan City Jail in Agusan del Sur.

In Surigao del Norte, some 263 PDLs coming from Surigao City Jail, Surigao del Norte District Jail, and the Surigao del Norte Annex at Dapa in Siargao Island, also voted.
