Lot within Naga Thermal Power Plant Complex granted to Napocor

MANILA – President Rodrigo R. Duterte has issued a proclamation reserving “a parcel of land of the public domain” underlying the Naga Thermal Power Plant Complex in Barangay Colon, Naga City, Cebu in favor of the National Power Corporation (Napocor).

Upon the recommendation of the Secretary of the Department of Environment and Natural Resources (DENR), Duterte signed Proclamation No. 1382 on June 2.

“I, President Rodrigo Roa Duterte, President of the Republic of the Philippines, do hereby withdraw from any sale or any form of disposition or settlement and reserve a parcel of land of the public domain underlying the Naga Thermal Power Plant Complex, situated in Barangay Colon, City of Naga, Province of Cebu, Island of Cebu, and granting ownership thereof in favor of the National Power Corporation, subject to private rights, if any there be,” the proclamation read.

The area covers about 253,751 square meters, according to the proclamation.

"The DENR Secretary is hereby authorized to issue the corresponding Special Patent in favor of the National Power Corporation for the Naga Thermal Power Plant Complex site," the proclamation added.

The Naga Power Plant Complex is composed of two thermal power plants — the 52.5-megawatt Cebu 1 and 56.8-MW Cebu 2 coal-fired units — and one diesel-fired facility that consists of six bunker-C fed generating units.

The Cebu-based unit of Aboitiz Power Corporation (AboitizPower) took over the Naga Power Plant Complex in 2018, four years after it won the bidding for the state-owned facility.

When AboitizPower took over the facility, there was no more coal plant, thus the capacity was reduced to 40 MW.

Napocor is a government-owned-and-controlled corporation mandated to energize far-flung, off-grid areas and islands in the Philippines.

It is also mandated to perform effective and efficient management of the government’s remaining power assets. (PNA)
