MANILA – The Metro Rail Transit Line 3 (MRT-3) on Friday administered mandatory random drug testing to all of its workers as part of its compliance with regulations by the Civil Service Commission (CSC).

In a Facebook post, the MRT-3 said the activity -- based on CSC Resolution No. 1700653 -- aims to ensure an “effective” and “proper” delivery of service to the public.

Ang mandatory random drug testing ay isinasagawa isang beses sa dalawang taon. Magtatagal ngayong araw ang aktibidad sa depot ng MRT-3 (Mandatory random drug testing is administered twice a year. The activity will be held the whole day at the MRT-3 depot),” it said.

Based on CSC resolution No. 1700653, any public official or employee found positive for drug use at the first instance will be required to undergo mandatory rehabilitation or counseling program “depending on the severity of drug use.”

Those who refuse to undergo or fail to complete the rehabilitation program, it said, would be “formally charged” with the administrative offense of ‘grave misconduct.’ (PNA)
