New law provides ladderized positions among security guards

MANILA – Senator Ronald dela Rosa said on Wednesday some of the provisions of Republic Act (RA) 11917 or the Private Security Services Industry Act which recently lapsed into law provides a "progression" among security guards who can now be promoted to investigators and to trainers.

"Merong (There is a) ladderized professional development ang ating mga (for our) security guard at kasama na rin doon yung (and it also includes) treatment ng kanilang sahod ay dapat magpo-progress din (of their salary that should also progress) as they go up in the ladder of professional development," he said in a television interview.

Dela Rosa noted in a Facebook post that the new law will strengthen the regulation among security agencies wherein owners will now be required to be one of the licensees.

He said the minimum administrative fees the security agency can charge its clients should be 20 percent of what is stated in the contract to make sure that the salaries and benefits of its security personnel will be up to date.

The law also simplified the qualifications of security personnel applicants who should be of legal age, Filipino citizens, physically and mentally fit, of good moral character, and were not convicted of crimes relating to moral turpitude.

"Base dito, maari na mag-apply bilang security personnel ang mga estudyanteng nagtapos sa K12 o Grade 12 (Based on this, students who finished K12 or Grade 12 can apply as a security personnel)," dela Rosa said.

RA 11917, he cited, amended RA 5487 or An Act to Regulate the Organization and Operation of Private Detective, Watchmen, or Security Guard Agencies.

"More than 50 years ago pa ito na batas na hindi na-attuned (this law that was not attuned) to the prevailing conditions ng ating (of our) private security industry kaya ginawa natin itong batas na ito (that is why we made this law)," dela Rosa said. (PNA)
