PS-DBM suspends purchase of 'non-common use supplies'

MANILA – The Procurement Service of the Department of Budget and Management (PS-DBM) has ordered the immediate suspension of the procurement of non-common use supplies and equipment (NCSE).

In a press statement, PS-DBM Executive Director Dennis Santiago said the purchase of NCSE was suspended to prioritize the procurement of common-use supplies and equipment (CSE).

“I issued a directive suspending the procurement of non-common use supplies and equipment, effective immediately,” Santiago said. “During the suspension, the PS-DBM shall not accept new requests for Non-CSE procurement until further notice. This will allow us to focus on the fulfillment of our primary mandate, which is to procure CSEs."

NCSE are goods, materials, and equipment that are neither "common-use supplies" nor "inventory items," according to the procurement planning uploaded on the official website of the Commission on Audit (COA).

NCSE may include goods, materials and equipment that are required by the Procuring Entity for a specific project only.

Since NCSE are not used on a regular basis and may even be "highly specialized," these may be procured individually.

Procurement of NCSE that are already in the pipeline "shall continue until completion," according to an advisory released by the PS-DBM.

“Tatapusin na lamang po ‘yung procurement ng mga non-CSE na ongoing o nasa pipeline na hanggang sa sila’y makumpleto. Pero hanggang doon na lang po iyon. Pagkatapos noon, wala na. Lahat ng procurement, CSE na lang (Procurement of non-CSE that are ongoing or already in the pipeline will be completed. But after that, we will focus on the procurement of CSE only),” Santiago said.

The PS-DBM is mandated to operate a centralized procurement of CSE for the whole of government.

CSE includes the procurement of items essential to the day-to-day operations of government agencies such as, but not limited to, ballpens, papers, staplers, paper clips, and folders.

These are procured from the PS-DBM on a quarterly basis. (PNA)
