'Sine Halaga' calls for more films showcasing Filipino values

BACOLOD CITY – The National Commission for Culture and the Arts (NCCA) and the Negros Cultural Foundation (NCF) are calling for short film entries showcasing Filipino values for the second year of the Sine Halaga Film Festival and Educational Resources.

Also known as the NCCA Filipino Values Film Festival, the competition provides a platform for all filmmakers to tell beautiful stories depicting one or more of the 20 Filipino values in contemporary films.

“We want to continue planting seeds for new harvests for our festival,” national festival director Elvert Bañares said in a virtual press conference on Tuesday.

This year, organizers will choose a total of 16 entries or eight each for the adult and student categories.

In Category A or adult filmmakers, the top three winning films will each receive PHP100,000 and a Halagahan trophy while the five finalists will each get PHP20,000 and a Sine Halaga certificate.

Films must have a total running time of 5 minutes to 15 minutes, including opening and closing credits.

For Category B or students, the top three winning films will each get PHP50,000 while the five finalists will each receive PHP10,000 along with a Sine Halaga certificate.

Entries should run from 5 minutes to 10 minutes.

The NCCA and the NCF will accept finished films from Filipino filmmakers and students produced from Jan. 1, 2021 to Sept. 30, 2022.

The deadline for the submission of films is midnight on Sept. 30, 2022, via the official Sine Halaga online submission platform.

NCF director Tanya Lopez said the initial staging of the Sine Halaga Film Festival was a resounding success last year with the reach of the 12 film entries and the quality of the educational campaign.

“The films of the first Sine Halaga received good reviews from film critics and reviewers. This year, we at the NCF Sine Halaga team and the NCCA Values Secretariat are very excited and thrilled for the second edition,” she added.

The 20 Filipino values are love for the family and community; attaining education; faith; health and wellness; addressing basic needs; self-development or self-improvement; ensuring work and livelihood; peace and development; honesty and integrity; resilience; life and purpose; respecting and upholding human rights; care for the environment; love for country; shared responsibility for the common good; valuing culture, arts, and sciences; good governance; upholding the rule of law; creative excellence; and lifelong learning and adaptability.
