BAGUIO CITY – Two House measures have been filed seeking to create a community center for differently-abled persons, and a wellness center for senior citizens.

Baguio lone district Representative Marquez Go said he filed House Bills (HB) 3922 and 3924 to ensure the security and safety of what he considered as two of the country's most vulnerable sectors.

“House Bill 3922 specifically for the differently-able persons will not only give roof above their heads but provide them with access to education and training programs that increase their livelihood and employment opportunities,” the congressman said in a statement on Friday.

He cited an Asian Development Bank study showing that differently-abled persons are among the poorest and most vulnerable because they lack access to education, social protection, health care services, employment, and livelihood opportunities; and face barriers in their environment and mobility.

“Disability and poverty are often interrelated as people with disabilities often suffer inequalities caused by unequal opportunities, discrimination, and social, political, and economic exclusion,” said Go.

“It will ensure their autonomy, self-sufficiency, dignity, and productivity,” he added.

HB 3924 for senior citizens, meanwhile, seeks to provide living accommodations, healthcare access, and community initiatives that foster a sense of belonging and security while maintaining the well-being of the elderly.

The city government is also ironing out the plan to set up a center that will cater to the welfare and development of the youth in conflict with the law, elderly, and rebel returnees. (PNA)
