DBM launches competency course for BARMM finance managers

MANILA – The Department of Budget and Management (DBM) on Friday led the launch of the Public Financial Management Competency Program (PFMCP) for middle managers in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

The DBM partnered with the Ministry of Finance and Budget and Management of BARMM and the Japan International Cooperation Agency to upskill BARMM's Public Financial Management (PFM) workforce.

The PFMCP seeks to enhance the technical skills and competencies of PFM practitioners in the oversight and spending agencies.

The program covers core PFM competencies, budgeting and performance, procurement, accounting, auditing, and cash management, in a bid to boost the practitioners' job performance and support their career growth.

In her keynote speech, Budget Secretary Amenah Pangdandaman is optimistic that the PFMCP would result in the development not just of the BARMM but of the entire Mindanao.

"I also hope that the BARMM will not just benefit economically from this undertaking but also become a benchmark of public financial management not just for its sake but also for the whole of Mindanao," Pangandaman said.

She urged PFM workers to seek prosperity "for BARMM, for Mindanao, and for the Philippines” in order to realize the goal of attaining "genuine and meaningful autonomy" in the region.

"Being a PFM officer demands a reevaluation of one’s core, virtue, attitude and self-image. A very tall order indeed," Pangandaman said. "Together, let's uplift our community in pursuit of the country's agenda for prosperity. So, use your new learnings wisely, use your newly acquired knowledge and lessons to do the right thing and act with integrity at all times."

From minus 1.9 percent in 2019-2020, BARMM's economy posted a 7.5-percent growth in 2020-2021, making it the second fastest-growing region in the country, based on data released by the Philippine Statistics Authority in April. (PNA)
