MANILA – Kabayan Partylist Representative Ron Salo hailed the Filipino people for their significant enthusiasm to comply with Republic Act (RA) No. 11934, or the “Subscriber Identity Module (SIM) Registration Act”, a proof that “our citizens are law-abiding and supportive of the government’s initiative to establish an orderly society.”

The implementing rules and regulations (IRR) of RA 11934 took effect on Dec. 27, mandatorily requiring all users to have their SIMs properly registered with their respective networks. Failure to register will result in the deactivation of their SIMs.

The government primarily introduced the SIM Card Registration Act to help law enforcers in crimes involving SIMs, hoping it would be an effective means to track and stop cybercrime. A database containing SIM owners with unique identifiers can make it easier for authorities to track someone behind any suspicious or criminal activity.

"The SIM Registration Law enhances accountability among users in the use of mobile communications through mandatory registration. It aims to deter unscrupulous individuals from committing illegal acts through the use of mobile networks by making users’ identities known," Salo said.

"I commend the Filipino people for their enthusiasm to comply with this law. It just shows our citizens are law-abiding and they support our government's initiative for an orderly society," he added.

However, on the morning of the first day of the implementation of the law, several citizens reported that the registration system of their networks crashed due to the high volume of users attempting to register their SIMs.

"The people should not be worried if they are not immediately able to register their SIMs for the law provides a 180-day period to comply, which may (even) be extended if necessary," Salo noted, saying that the registration is allowed and can be done until June 22, 2023.

Salo reminds the National Telecommunications Commission (NTC) and all network providers to continually improve their systems to meet the demands of this law.

“I urge them to make the registration process as seamless as possible to make it much easier for our citizens to comply with the law," he said. (PNA)
