MANILA – Senator Ronald dela Rosa on Tuesday urged the Philippine National Police (PNP) leadership to hunt down and arrest a certain Yi Qin Shi alias "Mike Sy," whom he said is a known drug lord and a drug informant of law enforcers.

Dela Rosa made the call during the fourth hearing of the Senate Committee on Public Order and Dangerous Drugs on the alleged involvement of high-ranking PNP officials and officers on the PHP6.7 billion drug buy bust last year which led to the arrest of dismissed police officer Master Sgt. Rodolfo Mayo Jr.

The lawmaker revealed that Sy initially agreed to cooperate with the committee but suddenly backed out after being convinced by his handler not to continue his plan.

"Meaning ikaw ang tumawag kay Mike Sy na huwag nang pumunta dito sa committee para mag-testify (Meaning you are the one who called Mike Sy and told him not to come in this committee to testify)?" Dela Rosa asked Lt. Col. Arnulfo Ibañez, the superior of Mayo.

"Lumalabas daw na siya [Mike Sy] na ang number 1 shabu king ng Pilipinas at gusto daw niyang sabihin na hindi siya ang number 1. Meron pa daw mas malaki (He said it seems like he is being labeled as the No. 1 shabu king in the Philippines and he wants to clarify that he is not. Someone is bigger than him)," Dela Rosa said.

Ibañez confirmed to the committee that Sy is their informant but denied that he is the one who convinced Sy not to cooperate to the panel.

He told PNP chief Gen. Benjamin Acorda Jr., who was also present during the hearing, that Sy is just crossing between the provinces of Occidental Mindoro and Cavite.

"Hindi ito lumalayo sa Sablayan Prison and Penal Farm ng BuCor [Bureau of Corrections] dahil ito ang parang bodigero ng malalaking drug lord na nasa loob ng Sablayan (He does not go far from Sablayan Prison and Penal Farm of the BuCor because he is like the warehouse man of the biggest drug lords who are inside the Sablayan)," Dela Rosa said.

The lawmaker then called out Sy urging him to surface with the guarantee that the committee will provide him enough security.

"Pumunta ka dito sa committee namin at poprotektahan ka namin dito kung magsasabi ka ng totoo (Appear here before our committee and we will protect you as long as you will tell the truth). We can offer you your security. Kahit drug lord ka, basta ilaglag mo lang lahat ng sindikato sa loob ng PNP at PDEA [Philippine Drug Enforcement Agency] (Even if you are a drug lord, just reveal all the syndicates inside PNP and PDEA)," Dela Rosa said.

After the hearing was adjourned, Dela Rosa told reporters that Sy is believed to be a significant source of illegal drugs in the country and has long been a target of the PDEA.

He also assured that he will continue the Senate investigation once Sy decides to cooperate with the committee. (PNA)
