Philippine Charity Sweepstakes Office (PCSO) General Manager Alexander Balutan, launches his book "Mandirigma: In Wartime and in Peace", authored by screenplay writer and film director Mauro Guia Samonte in Camp Aguinaldo in Quezon City on Thursday (June 14, 2018).
