MOU ON UHC IMPLEMENTATION. Department of Health (DOH) Secretary Francisco Duque (middle, seated) together with officials from the provinces of Batangas, Quezon, and Oriental Mindoro formally sign the Memorandum of Understanding (MOU) for the implementation of the Universal Health Care (UHC) program in their respective areas at the Century Park Hotel in Manila on Tuesday (Dec. 17, 2019). The UHC program seeks to address health system fragmentation and reorient the health system towards primary health care, mainly through the integration of province-wide or city-wide health systems to ensure the effective and efficient delivery of population-based and individual-based health services.
