ILOILO CITY -- The City Civil Registrar’s Office here has been granted an initial PHP500,000 for the first phase of its computerization program, City Civil Registrar Romeo Caesar Manikan Jr. has said.
In an interview Friday, Manikan said the proposed memorandum of agreement (MOA) with the Philippine Statistics Authority (PSA) for the implementation of the Philippine Civil Registration Information System is now with the office of Cris Montero, Executive Assistant for Information Technology at the City Mayor’s Office, for perusal.
Manikan said they have proposed a budget of PHP4.5 million to cover the purchase of hardware and hire encoders who would record information received by the office from 1946 up to the present.
These records include birth, death and marriage documents and legal instruments, such as affidavits and court orders.
He estimated that they have accumulated half-a-million birth, death and marriage documents in the past 15 years, and about one-and-a-half million records since 1946.
With the PHP500,000, Manikan said they hope to implement the computerization program in the second or third quarter of the year.
In the proposed MOA, the city government would be responsible for the hardware and labor, and the PSA would handle the software, training, and maintenance.
Manikan underscored that computerizing their records would “improve their efficiency”, as waiting time will be reduced.
Their target is for requested documents to be released in five to 10 minutes, so long as the names are encoded in the system.
He, however, did not mention the present waiting time for the documents while the computerization is in the process. (PNA)
