Comelec distributes cash cards of Bacolod poll workers

BACOLOD CITY -- Workers who served during the barangay and Sangguniang Kabataan (SK) elections here on May 14 began receiving their cash cards on Wednesday.

Commission on Election (Comelec) records showed 2,820 teachers had served as chairpersons and members of Electoral Boards.

City Election Registrar Mavil Majarucon-Sia said they first released the cash cards with the allowances of 846 chairpersons on Wednesday, while those for poll clerks and the other members will be released on Thursday.

Others recipients included members of the Barangay board of canvassers, Department of Education supervisor officials, and support staff.

The cash cards were released at the Bacolod Arts, Youth, and Sports Center adjacent to the Comelec office here.

If they want to avail of the tax refund, then teachers should fill out a sworn declaration that they are earning only PHP250,000 a year, Majarucon-Sia said.

The Comelec Finance Services Department had earlier said the honoraria and travel allowances will be paid either in cash or through the Development Bank of the Philippines (DBP) cash card.

Republic Act No. 10756 or the Election Service Reform Act provides the following honoraria for poll workers: chairperson of the electoral boards, PHP6,000; members of electoral boards, PHP5,000; Department of Education supervisor official, PHP4,000; and support staff, PHP2,000. They are also entitled to a travel allowance of PHP1,000 each.

Bureau of Internal Revenue (BIR) Ruling No. 003-08 dated April 14, 2018 states that honoraria and travel allowances are subject to a 5 percent withholding tax. (PNA)
