Duterte appoints Roy Ferrer as PhilHealth chief

MANILA – President Rodrigo Duterte has approved the appointment of Roy Ferrer as acting president and chief executive officer (CEO) of the Philippine Health Insurance Corporation (PhilHealth).

Executive Secretary Salvador Medialdea informed the PhilHealth Board of Directors on June 1 about Ferrer’s nomination, replacing Celestina Jude dela Serna.

“I am pleased to inform you that President Rodrigo Roa Duterte has approved the nomination of Mr. Roy Ferrer as Acting President and Chief Executive Officer of Philippine Health Insurance Corporation,” Medialdea stated in his letter to the Board of Directors.

Ferrer’s nomination came amid reports that the Commission on Audit (COA) has questioned Dela Serna’s alleged excessive expenses for travels and hotel accommodations.

The COA has reportedly raised the red flag on Dela Serna’s PHP627,000 travel expenses to and from Targbilaran, Bohol and Manila as well as her per diem for meeting through video conference amounting to PHP152,000 and summary allowances received despite Notices of Disallowance worth PHP143,881.17.

Ferrer, a native of Davao, was a member of the Board of Directors of PhilHealth prior to his appointment as acting chief of the PhilHealth. (PNA)
