CAMP GEN. PACIANO RIZAL, Sta. Cruz, Laguna - The Laguna provincial police conducted physical accounting of its around 2,250 personnel over the weekend as the inventory would ensure that stations are manned dutifully, effectively and efficiently.
Police Senior Supt. Kirby John B. Kraft, provincial police director, reminded personnel on the new set of police performance standards while conducting the round of visits to the police stations in the province’s 3rd and 4th districts on Saturday; and in the 1st and 2nd districts on Sunday - followed by the mobile force and other support units.
In his address to the police force, Kraft directed all personnel to observe the conduct of Daily PNP Personnel Accounting Report (DPPAR) all throughout the 24-hour period and that all personnel performing administrative functions or on a shift schedule are accounted for.
“I will ensure the completeness of Laguna personnel and will exercise the inherent disciplinary power to impose administrative punishment for those found to have committed an offence during my inspection,” he said.
Likewise, Kraft informed all personnel that Chief PNP Police Director General Oscar Albayalde scrapped the delinquency report system and ordered a pre-charge report instead, for those found violating the rules in the performance of duty as the new standards of performance set by the Chief PNP.
“I want to take account of all police officers who have pending administrative cases,” he added.
According to Kraft, in the performance of duty it is required that all personnel must wear the proper uniform; courteously assist people seeking police assistance; never accept gifts and money in relation to one’s function; not to drowse, sleep or abandon post; refrain from prohibited acts like drinking liquor or gambling or entering places of ill repute; and not to use cell phone except on emergency cases.
Meanwhile, on personal conduct, Kraft reminded the personnel to wear uniforms properly to gain respect from the public; to refrain from smoking while in uniform; not to use vulgar or insulting language towards other people; to observe traffic rules and regulations; and to observe courtesy to senior officers.
He also ordered the two-shift policy covering 12-hour duty each shift and reminded all to be prompt in reporting for duty.
The Provincial Chief was accompanied by Supt. Zeric L. Soriano, deputy for administration; Supt. Meliton A. Salvadora Jr., deputy for operations; Supt. Ronan R. Claravall, chief for Provincial Operations and Plans Branch (POPB); Chief Inspector Marites P. Penaflor, chief, Provincial Personnel Human Resource Development (PPHRD) Branch; Senior Police Officer (SPO) 4 Marites R. Salonga, Provincial Executive Senior Police Officer (PESPO); and staff in inspecting the police personnel in 24 municipal and six city police stations in the province. (PNA)
