DAGUPAN CITY -- Some 47,078 Pantawid Pamilya Pilipino Program (4Ps) households in the Ilocos region were delisted by the Department of Social Welfare and Development (DSWD) for various reasons.

In a statement posted on its Facebook page, the DSWD office in Region 1 on Tuesday clarified that the delisted beneficiaries included those without eligible household members or 0-18 years old children (38,711); waived households (6,958); ineligible households with regular or sufficient income (1,043); duplicate households (170); committed misdemeanor like gambling, cash card pawning (162); non-compliance to program conditions (29); and fraud, which included misrepresentation and other fraudulent acts (5).

Duplicate households refer to beneficiaries registered in two barangays and have been receiving two cash grants.

The agency said Pangasinan, with the widest coverage, has the biggest number of delisted households at 24,332.

Ilocos Norte, on the other hand, has the least number of delisted households at 6,063, it added.

DSWD 1 information officer Jaesem Ryan Gaces assured that before the households are delisted, they undergo thorough and rigid assessment by case managers, the result of which becomes the basis of recommending for delisting or retention of the household in the program.

“Waiving from the program is a voluntary decision of the household after claiming that they no longer need assistance from the program,” he said.

Gaces earlier said ineligible households already reached self-sufficiency per assessment of case managers, social welfare officers, and grievance officers based on the grievance redress system (GRS) procedural guidelines.

He said those who were delisted due to misbehaviors can no longer avail of the 4Ps’ benefits but they can still avail of other services by DSWD.

"They have reached the maximum of third offense for their misconducts, among which are cash card pawning, gambling, drinking (alcohol) vice," he said.

Gaces urged the public to report to their office 4Ps beneficiaries who are not following the conditions set forth by the program. (PNA)
