67 Bulacan cops on unauthorized security detail recalled

CITY OF MALOLOS, Bulacan—At least 67 police personnel who are rendering unauthorized security detail to politicians as well as businessmen in the province were recalled on Tuesday.

Col. Emma Libunao, acting director of the Bulacan Police Provincial Office, said the move is in compliance with the directive of Brig. Gen. Rhodel Sermonia, director of Police Regional Office-3 (PRO-3).

Sermonia issued a directive regarding the implementation of the “One Strike Policy” under Memorandum Circular No. 2019-006 or the Revised Guidelines and Procedures Governing Availment of Protective Security to Government Officials, Diplomats and Private Individuals Authorized to be Given Protection.

Libunao said anyone found violating the memorandum circular will be immediately relieved and meted with the appropriate administrative sanction.

She said the memorandum circular allows police personnel to be assigned as bodyguard to the provincial police chief but only for emergency reasons.

Libunao said she sent an official communication to concerned local executives, former elected officials and private individuals informing them about the strict implementation of the memorandum.

“The said memorandum will also appropriately guide them as to the proper procedure should they need to avail protective security,” she said.

The recalled police personnel, Libunao said, will be assigned to the Provincial Holding and Administration Unit (PHAU) of the Provincial Headquarters to undergo re-training.

“They will also be required to attend the regular 'Pulisteniks' and participate in all other command activities,” Libunao said.

She is optimistic that proper placement and utilization of the recalled personnel, “can at least contribute significant numbers to Bulacan PNP's perennial problem on lack of personnel.”

“They can now be used as an additional workforce to police stations with depleted manpower, considering that the province of Bulacan is densely populated and is proximate to Metro Manila, thereby, requiring more number of PNP personnel at the police stations,” Libunao said. (PNA)
