21 Cordillera LGUs return P19.5-M excess SAP aid

BAGUIO CITY – The Department of Social Welfare and Development (DSWD) in the Cordillera Administrative Region (CAR) said a total of PHP19,524,300 excess social amelioration program (SAP) fund was returned to the agency.

Marami ang nagbalik (Many [local government units] have returned excess funds),” Leo Quintilla, regional director of the DSWD-CAR said in a press conference on Thursday.

"This is part of good governance that the LGUs followed the guidelines," Quintilla said.

He said the LGUs returned the excess fund because they have already distributed the cash aid to the low-income families in their respective areas.

Those who returned excess SAP money include nine towns in Abra, two in Ifugao, three in Benguet, three in Kalinga, four in Mountain Province.

They are Bangued, PHP8.4 million; Bucloc, PHP572,000; Daguioman, PHP49,500; Lacub, PHP198,000; Licuan-Baay, PHP82,500; Luba, PHP451,000; Pidigan, PHP121,000; Tineg, PHP407,000; Tubo, PHP1.056 million, all in Abra province.

Hingyon, PHP4,150; and Mayoyao, PHP2.745 million in Ifugao.

In Benguet, Bakun, PHP16,600; Sablan, PHP5,500; Tuba, PHP473,000, have returned the SAP aid.

Tanudan, PHP786,500; Tinglayan, PHP264,000; and the City of Tabuk in Kalinga with the exact amount still to be determined, also returned the excess amount.

The following towns in Mountain Province have returned the amounts: Barli, PHP1.54 million; Besao, PHP891,000; Paracelis, PHP26,250; and Sadanga, PHP1.47 million.

There are 77 municipal and city local government units in the region.

Quintilla said as of May 10, all the 77 LGUs have completed the distribution of their SAP but the region’s 255,676 targets will not be completed as there are several who waived, which resulted in the return of funds. (PNA)
