Army chief's office gets ‘proficient’ status medal

MANILA – The Army Governance Pathway (AGP) Proficient Status was awarded to the Office of the Commanding General of the Philippine Army (OCG, PA) on Tuesday.

Armed Forces of the Philippines chief-of-staff, Lt. Gen. Gilbert Gapay, the former Army commander, received the award and led the pinning of the Proficient Status medallion on the OCG’s plaque for establishing the functionality of its strategy execution mechanism.

“We are here today to recognize the service and dedication of the Office of the Commanding General, whose role in the Philippine Army’s genuine transformation is vital,” he said.

Gapay also thanked the OCG, PA, and Team Army as a whole for their commitment to the service and attainment of the command's thrusts.

“Given the wisdom, the (Army Governance) Pathway continues to promote the core values, mission, and vision of the Army as it pioneered the initiatives of change and good governance,” he added.

The AGP follows four stages namely 'Initiated, Compliant, Proficient and Institutionalized' status which aim to drive results, reward performance, and institutionalize the Army Transformation Roadmap.

“May this moment strengthen more opportunities and initiatives in sustaining our education and training goals for a better, effective and genuine transformation. The path to change and progress entails a long process. In the Army, we beat those odds. And we strive for excellence,” Gapay said.

In a text message, Army spokesperson, Col. Ramon Zagala, said the AGP is a scorecard system to determine if an Army unit or person is on track in terms of performance.

"The scorecard system is beneficial to the Philippine Army in two ways. First, it enables the organization to be transparent in its conduct of functions and missions, likewise, to be accountable to the performance targets it has committed to reach. And second, it enables the organization to monitor and report on performance gains and historical performance progression through objective data and scores that can be subjected to public scrutiny and validation," he said.
