Gov't collects P171-B revenue from fuel markings

MANILA – The government has collected a total of PHP171.72 billion in duties and taxes under the Fuel Marking Program. 

In a statement released on Friday, the Bureau of Customs (BOC) reported that it has collected a total of PHP147.78 billion while the Bureau of Internal Revenue (BIR) has collected PHP23.94 billion under the program.

The collections came from the marked 17.55 billion liters of fuel from Sept. 4, 2019 to Dec. 31, 2020.

The markings were conducted by the BOC and BIR, through their partners SGS Philippines and SICPA-SA.

The customs bureau also reported that for 2020, some 15.69 billion liters of fuel were marked, equivalent to PHP109.36 billion and PHP21.81 billion worth of duties and taxes collected by the BOC and BIR, respectively. 

It added that a significant increase in volume declarations in gasoline, diesel, and kerosene were observed through the implementation of the program.

In 2017 and 2018, total volume declarations were 7.75 billion liters and 6.31 billion liters, respectively, equivalent to duties and taxes worth PHP26.88 billion and PHP39.79 billion, respectively.

In 2019, the total volume declaration was at 11.16 billion liters, or 77 percent higher than the previous year. This was equivalent to PHP111.18 billion, marking an increase of 179 percent in duties and taxes collected for the government.

Diesel comprises 61.54 percent of the total volume marked, followed by gasoline with 37.93 percent, and kerosene with 0.53 percent.

As to location, 74.08 percent of the marking was in Luzon, 20.92 percent in Mindanao, and 5 percent in the Visayas.

Since the first actual marking on Sept. 4, 2019, some 22 oil firms are marking for the second year of the program.

Petron Corp. has the highest marked volume with 4.03 billion liters of fuel, followed by Pilipinas Shell Petroleum Corp. with 3.49 billion liters; Unioil Petroleum Philippines, Inc. with 1.84 billion liters; Seaoil Philippines, Inc. with 1.44 billion liters; and Chevron Philippines, Inc. with 1.36 billion liters. 

Other participating companies are Phoenix Petroleum, Insular Oil, Total, Filoil, Jetti, PTT, Marubeni, Micro Dragon, Warbucks, Golden Share, High Glory Subic, ERA1, SL Harbor, Jadelink, SL Gas, Powerfill, and Petrotrade.

For this year, both BOC and BIR are gearing up for the implementation of the field-testing phase of the program wherein diesel, gasoline, and kerosene found in retail stations, tank trucks, vessels, depots, and warehouses would be tested for compliance under the Fuel Marking Program. (PNA)
