MANILA – Officials of the Bureau of Corrections (BuCor) are standing by their decision to build a wall that will block an access road to the New Bilibid Prison (NBP) in Muntinlupa City.
A dialogue among Department of Justice (DOJ), BuCor, and local government officials on April 16 agreed on an ocular inspection once the modified enhanced community quarantine status in the National Capital Region has been lifted.
DOJ Secretary Menardo Guevarra said in a text message on Friday that BuCor is also determining the legality of blocking the Insular Prison Road that is being used for access by residents.
"The BuCor was adamant in its position to close Insular Road. We are still exploring options and will conduct an ocular inspection at an opportune time," Guevarra said.
"I will reserve my answer (on the legality) until I have full information on its legal ownership."
BuCor Director Gerald Bantag previously said the closure, which started on March 20, is necessary for safety, security, and health concerns.
Built in 1940, the NBP originally had an area of 551 hectares but the property has since been reduced following development in nearby areas, including the 104-hectare NHA Southville 3 for government employees.
On March 22, the Muntinlupa and Barangay Poblacion councils approved resolutions requesting the opening of the road going to and from NHA Southville 3.
The city council likewise requested Muntinlupa Representative Ruffy Biazon to investigate the closure. (PNA)
