New Bicol police chief assumes post

LEGAZPI CITY – Brig. Gen. Jonnel Estomo, the new police regional director in Bicol, on Monday laid down his “SAFE" program, a strategic plan that would ensure the safety and protection of communities against criminal elements including insurgents.

Estomo, during the command turnover ceremony, said this is in compliance with the marching order of Philippine National Police (PNP) chief, Gen. Debold Sinas, to ensure that all the PNP's programs are efficiently delivered and respectably pursued in the region.

He called on all police units to implement "SAFE" which means that police personnel must at all times be Seen (police visibility); A for Appreciated; Felt, and Action-oriented.

“I will lead in carrying out the PNP comprehensive program to the best of my ability based on standards in making the police a respectable organization and to deliver its services despite the surmounting challenges focusing on the safety of the public,” Estomo said.

Estomo replaced Brig. Gen. Bartolome Bustamante who was promoted to the rank of Major General and appointed as the new director of the PNP Human Resources and Doctrine Development department.

Estomo was a member of the Philippine Military Academy (PMA) Tanglaw Diwa Class of 1992, and former director of the PNP’s Anti-Kidnapping Group. He is a native of Tagbilaran, Bohol.

Maj. Gen. Ferdinand Medina, National Police Deputy Chief for Operations, the guest speaker and presiding officer at the turnover ceremony, said Estomo is expected to initiate high impact police operations against criminal elements in an integrated approach and to work closely with the Armed Forces of the Philippines (AFP) and Bicol Task Force to End Local Communist Armed Conflict (TF-ELCAC), local government units (LGU) and other stakeholders.
