DILG-13 cites Butuan's top performing 'Lupong Tagapamayapa'

BUTUAN CITY – The Department of Interior and Local Government in Caraga Region (DILG-13) and in Butuan City (DILG-Butuan) recognized the top-performing Lupong Tagapamayapa (Lupon) here during the Lupong Tagapamayapa Incentives Awards (LTIA) Monday.

In an interview, DILG Butuan Director Charissa T. Guerta told the Philippine News Agency that five barangays in Butuan are awardees for this year, including Ambago, Basag, Bon-Bon, Baam Km. 3, and Doongan.

“Barangay Doongan is this year’s champion, which garnered 100 percent in the performance of their Lupon,” Guerta said.

She added that Doongan excelled in the five criteria that were the basis for the awarding for this year by the DILG.

The criteria include efficiency in operations, settlement techniques, records management, innovations, and financial/non-financial support.

She added that Doongan scored 100 percent in their mediation and conciliation activities and have introduced innovations that made their Lupon effective in terms of disseminating information among their constituents.

“Doongan has a weekly radio program that tackles issues and concerns of their Lupon. The program also disseminates information on the barangay justice system,” Guerta said.

She added that the radio program is not paid for by the government but being supported by some residents and groups from the barangay.

Doongan Barangay Captain Gilberto Enriquez thanked the members of the council and the Lupon for their support.

“The members of the Lupon in Doongan believe in the barangay justice system. This belief made our Lupon effective in their tasks especially in resolving issues and problems among our constituents,” Enriquez said.

As this year’s top performer, Doongan received a cash prize of PHP150,000 with a separate PHP25,000 for the barangay secretary that excelled in records management of the Lupon.

“We will utilize this money to further improve the services of our Lupon in Doongan,” Enriquez said.

The Lupong Tagapamayapa, headed by the Barangay Captain, is composed of 10 to 20 members from the community tasked to oversee and function in the justice system of a barangay.

Problems and other issues among the members of the community are mediated and settled within the Lupong Tagapamayapa. (PNA)
