Valenzuela sets strict rules for private vax hubs

MANILA – Off-site vaccination sites operated by private companies in Valenzuela City must have post-inoculations plans and must meet protocols.

Local ordinance No. 905, or the Covid-19 Vaccination Site Standardization Protocols and Registration Process for Private Establishments, said "vaccination activities conducted in locations other than those officially determined or designated by the city government" must be compliant with the Department of Health (DOH) Adverse Events Following Immunization emergency plan and have infection and emergency evacuation plans.

The private companies should also have a list of eligible vaccine recipients (vaccination workforce master list), implementation plan, cold-chain management plan with an accredited cold chain provider, memorandum or agreement or understanding with a licensed health care facility, and waste management plan.

The city government said all private establishments should strictly follow the DOH standards and guidelines of sufficient space to observe physical distancing, an appropriate vaccine cold storage facility, enough power outlets and electrical capacity, and accessible restrooms.

They must also meet the minimum equipment requirements for the waiting, registration, pre-vaccination counseling and final consent, screening, vaccination, and post-vaccination monitoring and surveillance areas.

A Vaccination Incident Management Team is likewise required to equip the site with the appropriate workforce.

"No charges or fees shall also be imposed on the vaccinees for the services rendered by these off-site facilities identified as vaccination sites," the city government said in a statement.

Private jabs centers can hasten the inoculation of about 50,000 workers as the city aims to vaccinate at least 476,000. 

In case of excess vaccines from the private establishments, Mayor Rex Gatchalian has the authority to accept donations through a memorandum of agreement or understanding.

Meanwhile, economic front-liners can avail of vaccines at Pasolo Elementary School in Barangay Pasolo, Justice Eliezer Delos Santos National High School in Barangay Ugong, and Gen. T. De Leon, and Karuhatan West Elementary School in Barangay Karuhatan. (PNA)
