LEGAZPI CITY – Almost 2,000 residents of Albay province benefited from the "Duterte Legacy Caravan" led by the Police Regional Office in Bicol (PRO-5) at the Camp Simeon Ola regional headquarters here on Monday.

Maj. Malu Calubaquib, PRO-5 spokesperson, in an interview, said at least 15 government agencies participated in the caravan by making services and landmark programs of the government available to some 1,820 individuals.

"Services offered include firearms registration, application for a License to Own and Possess Firearms (LTOPF), license to exercise security profession, drug testing for the LTOPF requirements, the conduct of neuropsychiatric examination for the LTOPF requirements, motor vehicle clearance verification, information dissemination from RRSU regarding recruitment processing, issue, and concern, National Police Clearance service, and free haircut, among others," Calubaquib said.

Department of the Interior and Local Government (DILG) Undersecretary Jonathan Malaya, in his message at the event, said the caravan served as President Rodrigo Duterte’s legacy of extending the services of the government directly to the people.

"Ang message po nitong activity na ito ay ibigay ang serbisyo ng tao para ating mga kababayan particular ang ating mga force multipliers na siyang tumutulong sa ating mga kapulisan para labanan ang kriminalidad at terorismo sa buong bansa. Ito po ay isang pasasalamat sa inyo dahil sa tulong niyo, sa ating Philippine National Police (PNP), naabot natin ang pinakamababang crime rate sa kasaysayan ng Pilipinas. (The message of this activity is to give the services to the people, particularly those force multipliers in helping our policemen to fight crimes and insurgency in the entire country. This is a way of thanking you, for your help to our PNP, we were able to achieve the lowest crime rate in history)," Malaya said.

He said the PNP cannot achieve the feat without the help of the community and the force multipliers.

Malaya said one of the best legacies of President Duterte is the lowered crime rate, which meant much safer communities.

"Mula sa ating Presidente Rodrigo Roa Duterte, maraming salamat po (From our President Rodrigo Roa Duterte, thank you very much)," he said.

He said through the combined efforts of the different government agencies, the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) is empowered to fight terrorism in the country.

Meanwhile, Rimel Faith B. Torre, Kabataan Kontra Droga at Terorismo (KKDAT) representative, in her message, said their group is made up of inspired, motivated and empowered youths.

"Masarap magsilbi sa bayan, kaya kami sa KKDAT nagbibigay kami ng oras para sa mga programa at proyekto. Kami ay volunteers, masaya kami na nakakapagbigay serbisyo sa bayan (It is good to serve the country, that's why us, in KKDAT, we give time for our programs and projects. We are volunteers, we feel happy being able to serve the community)," she said.

Torre said with the programs under the Duterte Legacy, they were able to see, feel and appreciate the extraordinary work of the government through the services of different agencies.

During the caravan, some former communist rebels also gave a message to enlighten and educate the participants about the atrocities of the terrorist group to prevent them, especially the youth, from falling prey to such acts.

The holding of the Duterte Legacy Caravan is in compliance with Executive Order (EO) No. 137 which institutionalized the "Aid and Humanitarian Operations Nationwide Convergence Program" to enhance agency coordination and collaboration in the distribution of assistance to the Filipino people.
