CITY OF SAN FERNANDO, Pampanga – The Department of Science and Technology (DOST) and the Technical Education and Skills Development Authority (TESDA) have partnered to empower learners in marginalized communities in Central Luzon by providing digital science libraries.

The initiative is under the DOST’s Community Empowerment through Science and Technology Program, which aims to build progressive and resilient communities.

DOST-III Assistant Regional Director Belen Garcia said on Tuesday that the two agencies will co-implement the Science and Technology Academic and Research-Based Openly Operated Kiosks (STARBOOKS) project in remote areas to give learners access to science and technology-based information that are available only in big school libraries.

“In an era dominated by digital advancements, access to quality education remains a significant challenge, especially for marginalized communities,” Garcia said.

A STARBOOKS kiosk is a standalone information source that operates even without the use of the internet. The information it contains comes in a variety of media -text, video, and audio which can be accessed offline, making it a “very valuable learning resource” for schools located in far-flung areas.

As an initial step, Garcia said the DOST has turned over to TESDA 18 STARBOOKS which will bring a vast array of educational content to technical-vocational learners, teachers, trainers and communities.

“The STARBOOKS could help enhance technical education and skills development of the teachers and trainers through its repository of updated teaching materials and methodologies, enabling them to enhance their instructional techniques and stay ahead of the latest advancements in their respective fields,” she noted.

By promoting digital inclusion, "the DOST and TESDA are leveling the playing field, enabling individuals from all walks of life to pursue educational opportunities and gain vital skills for a brighter future, Garcia added. (PNA)
