MANILA – President Ferdinand R. Marcos Jr. has transferred the Development Academy of the Philippines (DAP) from the Office of the President (OP) to the National Economic and Development Authority (NEDA).
Executive Order No. 45, inked by Marcos on Wednesday, placed DAP under NEDA’s control and supervision as part of his administration’s rightsizing policy.
According to EO 45, a strong organizational link between the NEDA and DAP is necessary to bolster the development and implementation of the latter's human resource development programs, research, data collection, and information services, as well as to ensure consistency of its research, education, and training with the national government's socioeconomic agenda.
“Pursuant to the rightsizing policy of the National Government, it is imperative to streamline and rationalize the functional relationships of agencies with complementary mandates in order to promote coordination, efficiency, and organizational coherence in the bureaucracy,” the order read.
“The DAP is hereby attached to the NEDA for policy and program coordination,” it added.
DAP, created by virtue of Presidential Decree 205 issued in 1974, is currently attached to the OP in view of EO 292 or the Administrative Code of 1987.
It was established to promote and support the country’s development efforts by carrying out human resource programs designed to instill a development perspective and advance management capability in the key sectors of the government and the economy.
EO 292 authorizes the president to reorganize the OP’s administrative structure and transfer any agency under the office to any other department or agency.
The NEDA is the primary agency responsible for formulating continuing, coordinated, and fully integrated social and economic policies, plans, and programs.
It is also tasked to strengthen the analytical, operational, and evaluation capacity of civil servants, and raise the productivity performance of agencies identified in the Philippine Development Plan 2023-2028 to improve bureaucratic efficiency.
EO 45, which was made public on Thursday, takes effect immediately upon publication in the Official Gazette or a newspaper of general circulation. (PNA)
