ARTA: Partial results of gov’t report card survey out by July

MANILA – The Anti-Red Tape Authority (ARTA) is looking to get the results of its report card survey (RCS 2.0) by July, in time for President Ferdinand R. Marcos Jr.'s State of the Nation Address (SONA) this year.

ARTA Secretary Ernesto Perez said the agency has already finished around 60 percent of the 860 target government agencies for RCS 2.0, which measures the quality of service of government offices.

“Hopefully, by July, ma-complete na ang survey but ang target natin sana po mayroon tayong partial result before the SONA of the President so that we can also mention and recognize those [local government units or LGUs] and national government agencies na naging compliant din po sa Ease of Doing Business Law (Hopefully, the survey will be completed by July but our target is to have a partial result before the SONA of the President so that we can also mention and recognize those LGUs and national government agencies that have been compliant with the Ease of Doing Business Law),” Perez said during the Bagong Pilipinas Ngayon public briefing Tuesday.

RCS 2.0 evaluates the service delivery of government offices nationwide by gathering feedback from the transacting public regarding the agencies’ adherence to Republic Act (RA) 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.

The tools of measurements to be used by the ARTA include compliance reports, survey questionnaire and inspection checklist, client satisfaction measurement, and agency awards and recognition.

According to the ARTA, the first phase of RCS 2.0 implementation covers the period from the third week of November 2023 to March 2024. (PNA)
