An open letter to CHR spokesperson, Atty. Jacqueline Ann de Guia

THE Communist Party of the Philippines (CPP) is weaponizing the law through the Commission on Human Rights (CHR)

Why would the CHR listen to the lies of CPP-front organizations and ask for the cancellation of EO 70?

While the National Task Force to End Local Communist Armed Conflict (NTF ELCAC) created by EO 70 continues to provide avenues for the delivery of basic services and the promotion of good governance, especially at the most isolated and depressed communities of the country, the CHR sees these efforts differently, i.e. aggression and harassment of progressive groups critical of the government. CHR continuously parrots the lies of KARAPATAN and other CPP front organizations, almost simultaneously in synched with the UNCHR’s investigation of alleged crimes of the PRRD government.

It cites the case of @Sander whom CHR wants to be investigated, but already blurts its conclusion that the former was summarily executed. Why can’t it investigate first before making those accusations? If it does CHR will know that @Sander was with their mass base en route to Cambunang when he was cornered. Instead of peacefully giving up, he chose to slugged it out that’s why he was killed. The NPAs in Mindoro should know that their mass base has already taken an oath to the government, because of what NTF ELCAC has been providing- genuine services. Is this counter to CHR’s mandate that it wants EO 70 abolished?

Maybe we should educate CHR of the CPP’s design in order to enlighten them on how the CPP exploits us all, the CHR included. The CPP is, in fact, weaponizing the law but is charging the government of the same.

According to the CPP’s TAKTIKAL NA PROGRAMA (KTKS 01/15/2019) the use of minors or child warriors like those rescued in Bacolod and the 31 children in armed conflict (CIAC) in Butuan is part of their strategy, to evade the law. They use minors so they can invoke juvenile delinquency when captured.

CHR tends to agree that these militants are simply "activists or dissenters" defending the rights of the oppressed. No, they are NOT simply activists. They violate the laws of the land and exploit the oppressed and vulnerable. NTF ELCAC’s mandate calls for the protection of these sectors from CPP exploitation. It is clear in the CPP’s 5-Year Program of the Party (2017-2021) how they are going to swim through the legal, open mass organization, to get through their ILLEGAL underground organization like LUMABAN (Lupon ng mga Mananaggal ng Bayan) of NUPL; Kabataang Makabayan (KM) of Anakbayan, CEGP, LFS, Sining Pinoy, and Kabataan PL; Katipunan ng mga Gurong Makabayan (KAGUMA) of ACT; and many more.

The “Tacloban 6” is a classic case, and the following clause is Filipino from the same CPP document explains it.

It said: "tiyakin ang tuloy-tuloy at programadong pagpaparami ng mga kadre at AKTIBISTANG PULTAYM mula sa organisadong masa, laluna mula sa mga manggagawa at kabataang estudyante, para italaga sa KILUSANG HAYAG at LIHIM sa kanayunan". (A.6. pahina 16).

"Hayag" at "lihim"? That’s what they all are: Ibon’s Africa, NUPL’s Atty Colmenares and Atty Cortes, Jennifer Agohob of Mindanao Union of People’s Lawyers, Emerito Pinza and Romy Candor, Anakbayan’s Elago, Karapatan’s Palabay and Pacalda. Above ground and underground and this is why they use code names and pseudonyms like @Amado Guerrero, @Juros, @Pat Romano, the last of whom we later found out to be actually the same loving family man Edwin Bellen, only after he was killed during a raid.

The same document captured with Vicente Ladlad (National Democratic Front consultant or CPP-NDF terrorist?) states further that they will now endeavor to make these recruits as full-time members of the NPA.

"Pursigidong paramihin ang NAPAPASAMPA sa HUKBO mula sa mga kadre at kasapi ng Partido at mga AKTIBISTANG masa sa kalunsuran. Italaga sa kanayunan taun-taon ang 20%-30% ng pwersang PULTAYM." (A.7 pahina 16)

So tell us, Atty. de Guia of CHR, shall we abdicate our mission at NTF ELCAC and continue to allow these “critics” and “dissenters” to recruit and kill our children or what? Will you allow the CPP to continue to weaponize the law and render our government impotent?
